FFPD Board Meeting Wrap-Up

The Falcon Fire Protection District held its monthly board meeting March 19 at the Falcon Fire Administration Building on 7030 Old Meridian Road. Tom Kerby, assistant secretary; Ray Hawkins, treasurer; Steve Podoll, secretary; Trent Harwig, chief, attended. Attorney Joan Fritsche and James Reid, president, were present remotely. Dan Kupferer, vice president, was excused. 

February minutes

The board unanimously approved February minutes. 

New paramedic sworn in 

Harwig swore in the new paramedic, Elizabeth Tupou. 

Treasurer’s report

Harwig presented the numbers through February 2025, representing 16.67% of the fiscal year. 

The General Fund was at 3% of anticipated revenues. Total expenses were at 19% of expected. 

The Ambulance Transport Fund was at 21% of the expected revenues. Total expenses were at 16% of expected. 

The Capital Project Fund had received 24% of expected revenues. Total expenses were at 15% of expected.  

The Rural Water Fund had no new activity. 

The board unanimously passed the report.  

Staff report 

Chief Jeff Petersma presented the operations report for January 2025. 

There were 384 total calls in January; 318 belonged to the district. Response times across all districts for January remain stable. The average response time across all districts was six minutes and 41 seconds. 

Petersma presented the EMS report. 

There were 161 transports in February with an average cash per trip of $608. Year-to-date showed 308 transports and revenue numbers for this were not available. The 24-month average was $622 cash per trip. With the supplemental Medicaid reimbursement, cash per trip was $827. 

Lt. Curtis Kauffman presented the fire prevention report. 

Through February, there were 17 building inspections, 13 follow-up inspections, one fire final, one partial inspection, one underground hydro test, one pre-construction meeting and eight electronic development application reviews.  

Kauffman gave an updated timeline on the new, anticipated Colorado Wildfire Resiliency Code. There will be rules hearings in April, with the rules signed by May 11 and passed by June 30. The district adoption is expected on Oct. 1 and jurisdiction compliance expected by January 2026. It is still under discussion what the fire district’s future responsibilities will be regarding the new code implementation. 

Attorney’s report update

Fritsche notified the board that the directors’ election was canceled due to a lack of other candidates. The new terms for directors Kerby and Kupferer will start after the May 6 election date. 

Maintenance building update 

Harwig presented Pay Application No. 11, which covers the remaining costs of the building minus the 5% retainage fee. He expected the final inspection to be completed March 26. The final check for retainage fees will be issued April 18. This was unanimously approved. 

Sheriff’s office substation update

          Fritsche said she will send a reminder to the county to ensure they sign the agreement and easement prior to starting construction. 

Falcon Fire Department 50th anniversary

Petersma reported that banners, food trucks, flyers, recognition for initial members, parking logistics and speeches are being worked on. The next meeting for the anniversary plans will be March 26. The event currently will be held at the maintenance building May 10 at 11 a.m. 

The next board meeting is April 16.
