Grazing Yak solar energy projectThe El Paso County Board of County Commissioners unanimously approved the final release of funds for the Grazing Yak solar energy project for $415.407. All improvements have been completed and inspected.Sterling Ranch subdivisionThe commissioners unanimously approved a parkland agreement extension between Sterling Ranch Metropolitan District and EPC for the Branding Iron at Sterling Ranch subdivision Filing No. 2 and Homestead at Sterling Ranch Filing No. 2.In February 2020, Sterling Ranch Metropolitan District received a waiver from the county for $21,600 and $29,952, respectively, in urban park fees in exchange for the construction of a park and installation of urban park amenities. The park was supposed to be useable for the public within two years. However, EPC staff found in June 2022 that no work had taken place. After further discussions with the county, the EPC Park Advisory Board unanimously endorsed the parkland agreement extension, providing an additional year for the construction to be completed. The new deadline is Sept. 27, 2023.In both instances, the SRMD will pay the $21,600 and $29,952 in urban park fees to EPC, which will be held in escrow until on or before Sept. 27, 2023.Winsome Way settlementThe commissioners unanimously approved a settlement agreement with Winsome LLC for any and all claims the county and Winsome LLC have against one another based on the closure of Winsome Way, where it intersects with Hodgen Road. The agreement involves construction improvements that Winsome has completed to the intersection, based on a mutually acceptable design that meets the county standard. It also includes a $200,000 reimbursement by the county for any costs incurred by Winsome for the improvements.Fox Run Nature CenterThe BOCC unanimously awarded a contract and purchase order to TDG Architecture Inc. for the Fox Run Nature Center Design for no more than $469,029.Black Forest Section 16The commissioners unanimously approved a lease with the State Board of Land Commissioners for the Black Forest Section 16 property. The current lease expires on Dec. 8 and includes about 91 acres around the perimeter of Section 16 for the development of a multi-use, non-motorized trail.Meadow Lake Metropolitan DistrictThe BOCC unanimously approved a request by Meadowlake Developments LLC and Kevin OíNeil to create Meadow Lake Metropolitan District Nos. 1-3. The 254.7-acre property is zoned planned unit development and located at the northwest corner of the Curtis Road and Falcon Highway intersection, south of Judge Orr Road.The proposed service plan includes the following: a maximum debt authorization of $95 million, and a total maximum combined mill levy of 65 mills. The statutory purposes of the district include the provision of the following: street improvements and safety protection; design, construction and maintenance of drainage facilities; design, land acquisition, construction and maintenance of recreation facilities; mosquito control; design, acquisition, construction, installation and operation and maintenance of television relay and translation facilities; covenant enforcement; and design, construction and maintenance of public water and sanitation systems.Roller Coaster Road improvementsThe commissioners unanimously approved an intergovernmental agreement between the county and Triview Metropolitan District for improvements to Roller Coaster Road. The district intends to install a new 16-inch diameter water pipe within portions of the county rights-of-way along Roller Coaster Road and Baptist Road.The county intends to complete resurfacing and roadway striping of portions of Roller Coaster Road from Old North Gate Road to Baptist Road and Old North Gate Road from Roller Coaster Road to Highway 83. Additionally, the county intends to install a 9-foot-wide trench patch in the westbound lane of Baptist Road from Roller Coaster Road to about 1,200 feet west of where the two roads intersect.Sanctuary at Meridian RanchThe BOCC unanimously approved a request by GTL Inc. to rezone 74.39 acres from PUD to site-specific PUD, and to create the preliminary plan for 343 single-family residential lots and seven tracts. The property is located at the eastern end of Rex Road, about 1.5 miles east of Meridian Road.ìShoppesî at Falcon (Falcon Highlands Commercial Site) The commissioners unanimously approved a request by the EPC Planning and Community Development to rezone 24.31 acres, located at the northwest corner of the intersection of Highway 24 and Old Meridian Road, about .25 miles south of East Woodmen Road, from PUD to residential rural-5.
