El Paso County Administrator Terry Harris was named Colorado’s “County Administrator of the Year” by the Association of Colorado County Administrators.Harris is serving El Paso County for the second time since 1995, this time as county administrator. Harris has worked for the county at various times since 1958, beginning with shoveling snow from the courthouse sidewalks after school.In 1960, he was on a road and bridge crew for the Colorado Department of Transportation. Between 1972 and 1974, Harris worked as director of planning and community development; thereafter, appointed as director of administrative services and later renamed county administrator. In 1972, he was elected county commissioner and served two terms.Harris’ recent accomplishments include the new El Paso County jail and courthouse annex and establishing, in coordination with the city of Colorado Springs, the regional development center, the county and city employee medical clinic and pharmacy. He was instrumental in the transition of government sponsored leisure services, including the Pikes Peak Center, the Colorado Springs World Arena, the Penrose Equestrian Center and the Pikes Peak or Bust Rodeo Association, to private entities.
