The El Paso County Board of Commissioners approved Filings 3, 4 and 5 for Davis Ranches in December. The filings approved are owned by Case Holdings.Meanwhile, Davis Ranch Filings 1 and 2, which Case Holdings sold to O’Neil Development, are under a cease and desist order issued by the state of Colorado. The development has been cited for an inadequate storm water drainage system and an insufficient stormwater management plan.The state could not be reached for comment.
