On Feb. 2, residents in the Upper Black Squirrel Creek Ground Water Management District voted to increase the district’s mill levy from .682 mills to 1.082 mills. The measure passed 208 to 190. However, the UBS’s request to de-Tabor the district was defeated by a slim margin: 198 to 200.Several Falcon residents questioned why the election was held in Calhan, instead of closer to Falcon. Rick Jenkins, UBS board member and Falcon resident, said the election was held at the district’s office because it was the most cost-effective location. He said, “Knowing how potentially contentious this election could be, the board had its attorneys investigate every step of the election process to ensure the district was in compliance with Colorado election laws.”
