Quandary at Park Avenue

Last month, the El Paso County Development Services Department notified property owners near the Park Avenue at Woodmen Hills development that developers Falcon Properties and Investments and Journey Homes were asking the county to approve drastic changes to the original plans for a subdivision.Houses have been built on three of the development’s 224 lots. At least one house is occupied.According to the notification, instead of building homes on the remaining 221 vacant lots, the developers proposed a single-family mobile home for each remaining lot. The mobile homes would be sold to buyers over the age of 55; the owners would lease their lots.Then, on July 31, 10 days after the county’s notification of the proposed changes went out, development services property manager Tony Deconinck said the developers canceled their application.”With the economy the way that it is, we were trying to find an affordable alternative for people having to retire on less than they may have thought they would have,” said Jane Hall of Nobility Homes, a partner in the project.Hall said the proposed changes were canceled because there is a possibility the federal government will provide mortgage assistance.”We decided to take a wait-and-see attitude, so we’re taking the changes off the table,” Hall said.
