Upon completion, the El Paso County Judicial Complex annex will be named after the county’s chief administrator and former commissioner, Terry Harris.Harris, a Colorado native, started at the county in 1958 when he was hired to shovel snow from the sidewalks after school.He worked for the county department of transportation, the planning department and held the commission post for two terms. He has been the county administrator since 1995.
