After the El Paso County Planning Commission denied the Flying Horse North planned unit development on Oct. 18, the PUD request was sent to the EPC Board of County Commissioners.According to the submitted request, the 1,417.5-acre Flying Horse North development will include 283 single-family residential lots with a minimum lot size of 2.5 acres and 313.5 acres of open space to include the following: 199.1 acres for a golf course; 92.3 acres for park space; and 22.1 acres for other open space uses like detention ponds.To access the development, PRI #2 LLC, the project developer, proposed extending Stagecoach Road east from Highway 83 to Black Forest Road. For this extension, the developer requested that EPC allow Stagecoach Road to intersect Black Forest Road about 725 feet south of the intersection of Black Forest Road and Terra Ridge Circle from the east, resulting in a T intersection. That location is 595 feet closer than the 1,320 feet required between intersections, but the developer provided the following justifications: The T intersection configuration would have fewer vehicle conflicts than a four-leg intersection at Terra Ridge Circle; and the access point would be at the crest of a vertical curve in the road rather than at the bottom, providing better sight lines.The proposal states that the development will be served by well and septic systems, and it recognizes the need to analyze the adequacy of those services in detail during the subdivision approval stages. Commissioner Peggy Littleton said, ìWe expressly stated that the applicant find an alternative water supply and buy the water rights outright from the SBLC (State Board of Land Commissioners). So when this comes back for development approval, we will address the PUD for water at that time.îThe development proposal indicates the project will be phased in over multiple years, with up to 13 phases in all.The BOCC approved the PUD request on Dec. 13 in a 4-1 vote, with commissioner Darryl Glenn opposed.
