There was confusion (during the May 2 election process) as to who needed to fill out the “yellow sworn statement” and the blue questionnaire. There was no sign of an explanation on the entrance table. Most of us were not required to fill out those cards. If you resided in the district and you were a registered voter, you were authorized to vote, even if you were not a property owner. If you were a property owner in the district and lived outside the district, you could still legally vote. The ballot was not “secret” (as it should be). When the ballot was returned to the election worker, folded over, it could be easily seen if the “X” was marked “for or against.”Maybe the very worst thing about the election was that many people did not know about it.
