El Paso County Sheriff’s Office northeast substation
The El Paso County Board of County Commissioners unanimously approved a contract amendment request from Buildings by Design LLC for construction of the EPC Sheriff’s office northeast substation, which will be located at 12062 Royal County Down Road in Falcon. The amendment adds up to $1 million to a contract owner contingency fund to cover the cost of any unforeseen scope modifications and associated materials related to the construction of the substation facility.
Water and sewer system for Woodmen Hills Metro
The commissioners also unanimously approved a purchase order for up to $185,703.02 to Woodmen Hills Metropolitan District for the development and installation of a water and sewer system for the northeast substation consisting of the following: 1.5-inch sewer system development charge, water meter installations and commercial inspection fees.
Prairie Ridge Metropolitan District No. 1
The BOCC unanimously approved an urban park lands agreement amendment with Prairie Ridge Metropolitan District No. 1 for the Retreat at Prairie Ridge Filing No. 1 and Retreat at Prairie Ridge South. The board approved an urban park lands agreement for this property in July 2025; however, due to changes to infrastructure needs and construction timing and through minor plat line adjustments, the area designated as Tract B of Retreat at Prairie Ridge Filing No. 1 must become Tract M within Retreat at Prairie Ridge Filing No. 2. The location, size and proposed park amenities remain the same as they were under the original agreement.
Vollmer Road and Burgess Road Intersection Improvement Project
The commissioners unanimously approved a professional services agreement and purchase order to Olsson Inc. for work related to the Vollmer Road and Burgess Road Intersection Improvement Project for $765,384.78. A traffic impact study conducted in 2025 recommended a roundabout to increase safety at that intersection. Olsson will provide alternative options on the roundabout design and a recommendation of the best alternative. Other improvements to this intersection include geometric, plan and profile and surface and drainage improvements.
Church at Bent Grass Meadows
The BOCC unanimously approved a request by FAL Realty LLC to rezone 10.12 acres, located at the northwest corner of Meridian Road and Bent Grass Meadows Drive, from residential rural-5 and planned unit development to a commercial service zone to construct the Church at Bent Grass Meadows.
Double Spur Ranch subdivision
The commissioners unanimously approved an amendment to change the final plat for the Double Spur Ranch subdivision. The initially approved final plat for the subdivision listed Academy District 20 as the applicable school district for the fees in lieu of school land dedication. The amendment changes the applicable school district to Falcon School District 49 and designates that the $720 fee in lieu of school land dedication paid to the county is for the benefit of D 49.
