Eastonville Road improvements

The El Paso County Board of County Commissioners unanimously approved a number of memorandums of agreement related to improvements along Eastonville Road. The MOAs to create temporary construction easements between Tex Tan Road and Londonderry Drive for property owners and the correlating amounts are as follows: Bill H. and Lilly M. Stogner for $500; Romana Logue and Eric Renicker for $5,800; and Gregory A. and Aimee L. Thompson for $5,850. 

The commissioners also approved MOAs to create temporary construction easements between Motley Road and Londonderry Drive The property owners and the correlating amounts are as follows: the Meridian Service Metropolitan District for $225,000; the Darquea Family Trust for $2,700; Kenneth N. and Angealine Henry Stott for $3,000; Bobbie Jo and Matthew W. Tannehill for $3,430; Chad M. and Christy R. Palovich for $4,770; and Jo Ann Watson for $3,990.

The BOCC also approved MOAs to create and accept temporary construction easements and special warranty deeds for properties located between Motley Road and Londonderry Drive. The property owners and the correlating amounts are as follows: James Cauthen Jr. for $3,770; The Graves Family Living Trust for $8,000; Perry W. Welch for $19,870; Daniel Ferguson for $24,400; Peter R. Martz for $1,120; William N. Montgomery and Kristin D. Jauregui for $72,500; El Paso County School District 

49 for $7,280; and two MOAs with the Woodmen Hills Metropolitan District for $34,890 and $12,670.

The commissioners approved an MOA to accept a permanent easement between Motley Road and Londonderry Drive from property owned by John H. Alexander and Patti J. Furnivall for $4,930.

The BOCC approved and created a permanent construction easement, temporary construction easement and special warranty deed for property between Motley Road and Londonderry Drive. The property owners and correlating amounts are as follows: Angela R. and Jeremiah A. Ramage for $11,600; and ACM ALF VII JV SUB II LLC for $39,400.

Black Forest Trail and Parking Lot Renovations project

The BOCC also unanimously approved a request from Facilities Contracting LLC for a contract amendment for the Black Forest Trail and Parking Lot Renovations project for $8,768. The amendment adds installation of a 24-inch culvert along with rip rap material at the end of the culvert to mitigate potential runoff and flooding.

Kyle property

The commissioners unanimously approved a request by James Kyle to rezone 13.28 acres from the residential rural-5 zoning district to the residential multi-dwelling zoning district for property located at 12057 E Highway 24.

Falcon Highlands 

The BOCC unanimously approved a request by Challenger Communities LLC for the final plat of a 20.87-acre parcel to create 24 single-family residential lots and five tracts. Located at the east corner of the Antelope Meadows Circle and Bridal Vail Way intersection, the property is zoned planned unit development.

El Paso County Sheriff’s Office northeast substation

The commissioners unanimously approved a request from D2C Architects Inc. for a contract amendment for $6,325. The amendment provides funding to add uninterrupted power supply, and the audio-visual equipment and upgrades to the information technology room to support the additional equipment.

Fox Run Regional Park

The BOCC unanimously approved a request from Timberline Building Systems LLC for a contract amendment for $125,181.71 for the Fox Run Regional Park Pond and Gazebo Renovation project. The amendment provides funding to replace the deteriorating railroad tie curbs and retaining walls.

Update on Falcon Reserve

In the works in Falcon at the northwest corner of Stapleton Drive and Meridian Road is a new subdivision called Falcon Reserve; homes could be on the market by 2028.

The 40-acre property was originally platted for 160 lots; however, Jeff Mark, president of Landhuis Land Development Co., said the plans currently call for 149 lots.

Mark said water sufficiency had not been determined for 11 of the original 160 lots. He added that it would take six to 12 months to attain water sufficiency. If water sufficiency is not determined for those lots, the project will include 149 lots at final buildout. The lots will be just over 4,200 square feet.

The water will be supplied by Paint Brush Hills Metropolitan District, and Woodland Hills Metropolitan District will supply sewer service. Four detention ponds will be located on the property.

All the necessary paperwork required by the county for final plat approval has been filed. The request for final approval was filed July 15. On Aug. 31, the county sent letters to adjacent property owners informing them of the plans and inviting their responses. The letter stated that a decision would be made after Sept. 14. Mark said he is anticipating 60 to 90 days for approval.

Once construction has begun, he said it will probably be 18 months to two years before the first house is up for sale. The houses will range from 1,700 to 2,300 square feet. He also said there will be no homeowners association, but the homeowners will have covenants.

Green spaces will separate Falcon Reserve from Paint Brush Hills and Meridian Road and Stapleton Drive, Mark said. The only entrances to Falcon Reserve will be off Liberty Grove Drive in Paint Brush Hills, through extensions of the existing streets Waterbury Drive and Salem Court. There will be no direct vehicular connection to Stapleton Drive or Meridian Road.

The Markets at Bent Grass 

The Markets at Bent Grass (Bent Grass Meadows Drive and E. Woodmen Road) is proposed as a 43-acre regional retail center with two large anchor retail sites and 12 smaller commercial lots. County documents reviewed to date do not identify specific anchor tenants or retail chains. According to the El Paso County County Development Plan Review, the project “remains active and under preliminary plan review” as of September 2026. The developer is Evergreen Devco Inc. 

The NFH will follow up with more information (hopefully) next month.
