Chuck Broerman, El Paso County clerk and recorder, said the county had hoped for at least a 45 percent voter turnout for the Nov. 3 election ó 41.69 percent of voters came to the polls, and more than 70 percent of the voters said yes to changing the Falcon School District 49 structure for electing board directors.Broerman said the results of the Falcon School District 49 ballot measure surprised him. D 49 asked voters to change the board director representation from an at-large structure to a director district of representation. ìIt passed overwhelmingly, and that is unusual,î he said. ìMost school districts are not configured that way, but with District 49, there are two ends of the spectrum there. There is a real rural portion of the district, and the western edge has become very urban.îMatt Meister, D 49 director of communications, said this new form of representation will better represent the district as a whole by spreading out board member representation based on existing voter precincts.
