FFPD November board meeting

The Falcon Fire Protection District held its regular board meeting November 19. All board members were present.Treasurerís reportFire Chief Trent Harwig reported that the fiscal year is 83 percent complete as of Oct. 31. Expenditures are at 82 percent, and Harwig expects that the district will end the year at about 1 percent under budget.The dayroom/kitchen remodel at Station 3 has begun, and Harwig estimates the cost of the project will be about $10,000 under budget.Chiefís reportHarwig responded to board director Cory Galiciaís request for different sets of data, including a breakdown of maintenance costs by apparatus and responses by the FFPD district. Some of the data must be manually extrapolated from the emergency reporting system used by the district to track these types of information.The district has hired a part-time data analyst to assist with creating more detailed statistical reports on trends, response times, etc.; reviewing incident reports to ensure accurate data is being entered into the system; and determining reasons behind response times that appear to be longer than usual.Harwig said that reserve standby hours have dropped ìsignificantlyî because the FFPD hired many of its reservists. Five lateral transfer personnel who already possess emergency medical technician, firefighter I, and S130/S190 wildland firefighter certifications will begin their academy in December. Two of these individuals came from the districtís Explorer program.Pension boardHarwig said the volunteer pension fundís third quarter performance was flat and less than its performance in the first two quarters.The pension board approved the 2015 pension budget contingent upon approval of the district boardís budget.Black Forest Reserve cisternHarwig reported that the Black Forest Reserve homeowners association has agreed to the language of easement agreement for the cistern. FFPD will be responsible for maintaining the cistern and the HoA will maintain the well. The cistern project should be completed in early 2015.Station 4Board director Dan Kupferer has requested a meeting with the Feathergrass managers to discuss the location of a developer-donated building site for the new FFPD Station 4.Colorado Senate Bill 14-172 mandatesHarwig and board members discussed the provisions of state Senate Bill 14-172 ó Firefighter Heart and Circulatory Malfunction Benefits, which Gov. John Hickenlooper signed into law June 5. The district only recently received a letter regarding the formation of a trust in support of these new mandates.According to http://colorado.gov, this bill concerns ìemployer-paid benefits to a firefighter for cardiac illnesses resulting from a strenuous work event.î The bill, which takes effect Jan. 1, requires employers of full-time firefighters (defined as one who works 1,600 hours or more annually) to maintain accident insurance, self-insure, or participate in a self-insurance pool or a multiple employer health trust to provide benefits for certain serious malfunctions of the cardiac or respiratory system related to emergency response or training.Harwig and the board will conduct further research into the requirements of this bill and address the issue at the December board meeting.2015 budget hearingThe 2015 budget proposal will be heard at the December board meeting, which is at 4 p.m. Dec. 10 at FFPD Station 3 (7030 Old Meridian Road).
