The El Paso County Board of Commissioners approved a resolution to authorize an agreement between the county and the U.S. Army that establishes a mechanism whereby the Army will fund the countyís purchase of 40 additional parcels within the Fort Carson Buffer Zone. This agreement will help solve encroachment issues around Fort Carson.The county purchased 15 lots in Rancho, Colo., as a buffer zone protecting the eastern border of Fort Carson from further encroachment by residential development. The purchase was completed with the assistance of The Nature Conservancy, acting as a facilitator for the transfer of funds from the Army. The arrangement also allows the county to deal directly with the Army for future transactions.ìThe agreement is an innovative solution to encroachment problems at Fort Carson,î said BOCC Chairman Dennis Hisey. ìAnd it will help maintain the viability and effectiveness of Coloradoís largest employer.î
