County reorganizes

The El Paso County Board of Commissioners approved a new organizational structure for the county.Administrative departments are now divided into external and internal departments; each reports to a deputy administrator, who reports to the county administrator. The latter oversees the financial services and administrative services departments.The current facilities management director, Monnie Gore, is the deputy administrator in charge of internal operations, which include facilities management department, employee benefits and medical services, fleet services, information technology, employment services, procurement and contracts, security and parking and veteransí services.Bill Louis, who served as the county attorney for three years, is now the deputy administrator for the external operations including development services, environmental services, justice services, parks & leisure services and the department of transportation. He also will serve as the county attorney for land use.Jay Lauer, formerly the chief deputy county attorney, will serve as acting county attorney until the board names a permanent replacement.The following positions were eliminated: internal auditor and the assistant, director of public communications, director of development services, division manager of planning, employment services manager and deputy director of justice services.The internal audit function has been outsourced, and the board approved $50,000 for internal audits. The internal audit committee, comprised of elected officials in the county, will continue to provide annual recommendations for requested audits and review performed audits.Annual external audits will continue as required by state statute.The reorganization, along with reviews and eliminations of county positions, resulted in a total savings of $584,000 for the county, according to a news release.”The changes allow us to update how the departments, which the board oversees, are organized for a more efficient and effective county organizational structure,” said Commissioner Dennis Hisey.
