This year, Owens has signed into law four strong property rights bills.The Colorado Citizens for Property Rights worked closely with the General Assembly and the governor’s office to ensure the passage of HB 1411, which limits the use of eminent domain for public use and economic development.”I wish to thank to thank Rep. Al White for sponsoring legislation that is the beginning of eminent domain reform in Colorado,” Looper said. “This bill prohibits private property from being taken by the state or any political subdivision, unless the condemning entity establishes that the taking is for public use, excluding takings for economic development.”
